Can't see who is ping spamming my runes. Why not?

I can see who is ping spamming question-marks and report them for negative behavior. Why is pinging runes different? It's the same annoying passive aggressive behavior.

So you are suggesting I am removing a vital strategic communication tool because someone can't be mature enough to use it responsibly? No. As for putting up with it; I am. But then I subsequently report for negative conduct. Because that is what it is.
