Just an idea but maybe Riot needs perfect old things before they add new things

I'm all for full-speed-ahead but maybe it would be wise to have everything that already exists in the game tightened up first.

For starters there are a lot of things that could be made more visually clear like various passives and effects on items/champion abilities. Having visual effects from these things makes them more fun to use and gives players immediate feedback about what the effect is doing for them. This also makes it more clear for spectators to appreciate.

Sort out what the general trade-offs between the different classes of champions should be so that they're all satisfying to play as and against. I feel like this is still pretty fuzzy. I know every class update you guys have done so far has been a complete failure but that doesn't mean the intention was wrong, just your execution was horrible.

Overall try to figure out what makes the game fun and maximize that. Adding new things that change the meta or how the jg is farmed are band-aid solutions that generate interest in the short-term but can end up hurting the game in the long-run if they were just extraneous additions that don't really belong in the first place.

Simplify the things that are growing too complex. I feel like this is the biggest problem with the game at the moment. There seems to be no effort on anyone's part to consolidate changes that have worked into something more simple and streamlined. So the game is turning into a huge mass of raw information that every player is required to digest before they can play at a basic level. This alienates both new players and older players that take periodic breaks. Not only will this free up players to make more interesting decisions since they don't have this huge overhead of homework they have to do, but new content added to the game feels less overwhelming and more welcomed.

Lastly I think balancing for low elo players is another band-aid solution to the complexity problem previously mentioned. If the game was clear enough in the first place then there wouldn't be as much of a discrepancy between how new players play vs experienced players. The obvious ways to play a champion would be obvious.

Overall I think Riot needs to go through a period of consolidation, subtraction and honing. They need to "clean their room" so to speak, as the infallible JBP might say, or at least organize it better.
