Question about Miss Fortune

On her "new" passive, it says that not only does it scale with level, but that it falls off with direct, non-periodic damage. I'm incredibly confused by this. Can someone clarify? Does this mean minions/monsters won't disable her passive anymore? Just minions? Just monsters? Neither, and it means something completely different? Thank you :D
