She does no damage, has no escapes, is squishy, has a borderline useless ult because it's so hard to use on anyone who's not afk.
That champion is complete garbage.

She has a 52% win rate with 4% play rate.
While she is immobile and squishy, she has access to a significant amount of utility for a competent player to take advantage of.
You don't seem to understand the value of utility in this game.

Give it time, people said the same thing about Aurelion Sol, that he was; "Unreliable, 2/3 of his basic abilities were useless and he felt awkward in team fights, and that his W was too hard to land on people that weren't AFK."
Week later, he was nerfed. Three weeks after that he was nerfed again.
