I keep getting in games with smurfs?

Hi I keep getting put into games with people who are not in my ELO that are ruining my games. If you do not believe me please take a look at the most recent game with a draven who has been on a 15+ win streak. I do not know what to do to climb at this point. I get it, dont blame your team, but some of the stuff im running into is just so frustrating its hard to get a grip sometimes. Hopefully someone out there could understand and help me out with some advice.
