Braum, Taric, Zac, Alistar, Poppy, Thresh

They don't have high damage ratios and even if they built nothing but offensive items they have long cooldowns so they could only go through one rotation of abilities.

if you noticed I listed mostly tanks that are played in support roles which in my opinion these tanks don't break the game and are effective in team comps without bringing damage. But it would be weird if riot only designed support tanks, and when they make a solo lane tank with good laning we get something like Ornn.

I'm not saying that all tanks should be supports but more like support/cc component for the entire team not just to an ADC.

Zac and Poppy actually do a shit ton of damage while building full tank. Zac's bases are quite high, and Poppy's Q does 2 instances of %HP damage. Braum and Taric are better examples because they can be threatening and/or otherwise useful to a team without relying on doing damage.
