Singed and his need of love

Atm finding that 2 items, both of which are core, are destroying singed. Champs he normally counters or does well against he loses to if they build either item. And he has no way to cheaply or even shell out to stop that. Adaptive helm punishes his poison trail harshly. While specters cowl will shut his q down AND heal his enemy laner. his poison ticks are so low and spread out that cowl will and can effectively heal over the dmg. Iv seen moaki, daruis, garren, riven, and even a jayce. who bought just that item an started goign for other items. and singed lost potency and laning threat. If you go and "proxy" they will chase u down for an early cowl makes them laugh off your poison for quite a bit. while there jungle kills u.

Was wondering if any other singed players saw this and if any one can eloberate on a way to kinda of stoop that stop gap. that makes singed fall off faster then any other champ in game id appreciate it.
