How about an Item that increases Cool Downs

We have an item that reduces attack speed (item 3110 ), movement speed(item 3143 ), and healing over time (item 3165) . Why not make an item that either increases the cool down of the last spell an enemy champion uses by a certain amount (or percentage for non-ults). It would have to hurt the users of the item and within a zone so Global ults that target everyone or ally only ults won't be affected. Probably a tank oriented item so health and/or armor and mr on it as well. This would give a counter item to people who become ridiculously strong with high cool downs (Fizz Katarina Riven off the top of my head. I don't know how to balance it but the basic idea is it would either add seconds or remove an amount of cool down (able to go into negatives possibly like Hecarim speed debuff).

no. just no.

Because spells already have a much longer cooldown than basic attacks, movement speed doesn't even have anything to do with cooldowns, and heals are still effective despite Grievous Wounds.

Cooldown increases would basically %%%% everyone over, especially non-mages that can't afford CDR.

I was thinking of affecting only people who bought cool down like it only works if you have one and maybe not go below 0 if it is too much

So just force people to buy more cooldown reduction than the cap, then.

I don't think people buy more attack speed because someone bought frozen heart

Because you can't max out attack speed with 2 items.

It would be utterly broken against champions with high cooldown abilities. It would be so game breaking that tanks would dominate every lane that could have a champ with a high cooldown. And a lot of supports would be driven out of the game as well.

What if it only affected you if you have cooldown items. That way only people who built it would be affected. And im not talking about 100% or 50%, something like 10 or 15% like along the lines of the other reduction items

Talk about invisible power. What if you sit in a bush and hit someone's cool downs from the Fog of War?

Would have a radius similar to item 3001 not a big range
