Riot essentially compressed his 3 item powerspike (Morello Seraph's Mask) into just Seraph's and Mask. It's no surprise that his winrate went up 5% this patch

That still leaves high elo players to deal with an absurd champion who just outdoes everyone in lane and scales up to be one of the strongest champions in the game.

You do realize balance doesn't hinge on winrate alone, right?
You have to look at specific indicators relative to the champion. My argument is that whenever Ryze gets over a 45-46% winrate, he's probably too strong of a champion because not only is he difficult to play as, he's also difficult to play around. This, combined with his short ranges and intricate (relatively) kit, deflates his winrate, making it deceptively lower than his power level actually indicates. However, if piloted by an expert, he outdoes almost every midlaner at nearly every stage of the game. This happens almost every time Ryze is above said winrate.
The patch before Riot removed his Zhonya's interaction, he was at 48% in Korea Diamond+ and considered the 3rd best mid in the game (behind Azir and Zoe, for good reason). He's also up to 51% in Korean Diamond+. For a champion as difficult as Ryze, that's fucking absurd.

You were literally talking about how he is broken in plat + when I just pointed out his still low winrate that you can even look compared to riven gp or other mechanical difficult champions and you just ignore it.
If he was broken in high elo like you say there would be some evidence for it.

If he's good for you normal folk the people who actually put effort into being good players (high plat+) get shafted.
In case you don't remember, Azir was 45% winrate back in season 5-6 and still was so damn good in high elo he was still the most oppressive champion to face.
