Klepto doesn't proc when she casts her W, is that intentional?

Zilean ultimate doesn't revive you if you're on the enemy fountain, is that intentional?

W doesnt cost mana, and it technically isn't a spell.... you also cant attack after using it (unless you unfollow someone) so whats the point
