Kled's buff is so unnecessary

On top of the fact that it's a pull, 40-60% slow, and damages it also reduces healing effects by 60% of 5 SECONDS. It's so overloaded, should be tuned down or completely removed, literally most top bruisers rely on healing but a free 5-sec grievous wound every 7 seconds is as stupid as it sounds. It's one of these things that makes me value a Vayne top over this counter crap any time.
