If I have previously gotten banned for 14 days, will I be able to go up to Honor lvl 3?

I was previously banned from the game for 14 days when I was around level 14 (I'm currently level 87). I was banned from an instant feedback report after trolling around in the chat. To put it simply I said "htlerddno*hingw**ngboll" in the chat, the "boll" at the end means "ball" in my native language and I realized that you could bypass any censorship by adding it to the end of a word. So I did that and spammed it, which got me banned for 14 days withouit any warning. Which I completely understand btw. I don't actually beleive that Hitler did nothing wrong and no mentally sane person probably does.

The problem is that I (even though I never rarely flame and when I do it's nothing serious) I still haven't gone up in honor level. I haven't been banned or recieved any punishment or warning since I got banned that first time and I still think (though I'm not entirely sure) that I DID level up in honors last season before the reset. I'm still at the last checkpoint of Honor Level 2. So my question is if I will be able to level up to level 3 in Honor level so I can play on the PBE server?

So, the 14 day ban is literally the furthest you can go along the punishment system and still come back from. With time and games played without any legitimate reports you can get your punishment tier lowered. Once that tier goes back to a clean account your honor starts going up again.

I believe Riot said they were looking into a way for players to see what their punishment status is, but as of now you just have to guess. Since your honor still hasn't gone up I would guess you're still not at the clean account level. Depending on how often you play, and how often you are targeted by legitimate reports, this process could take as long as the majority of season 8 to as short as a month or two. For all you know you could be a few games from getting that message saying you're back on track for honor.

You should get something like this when you make progress in your honor:

"Congratulations summoner, we have noticed that your recent honors have been X honor!"

"Congratulations summoner, you have reached X checkpoint of X amounts for X honor level."

"Congratulations summoner, you have completed all necessary checkpoints for X honor level."
