I feel like 
is very strong due to the mastery that gives 45% CDR. He just absolutely wrecks anyone who gets hit by his Q consistently. The fact that his Arcane shift (E) can be such a short CDR if he hits a target with his Q. It basically takes the entire enemy team to shut down him... Especially when he grabs items like

I'm seeing a lot of Ezreal mid lately, a LOT... but he gets slammed by much every other mid so ... /shrug?
It weakens his

synergy, because if he goes beyond 35% or so he can no longer proc these on every Q.
Well / / slow down his synergy his Mobility becomes extremely insane because of his Q passive Right? It reduces his other abilities by a second and if can position correctly he becomes an untouchable adc/apc.
