Swain and Vladimir on patch 6.13

Hi everyone, I'm soon 4800IP and really want to buy someone between Vladimir and Swain, the problem is that the cooldown on Swain's ult will get from 10 seconds to 30 seconds on patch 6.13. I want to know if he'll still be OP and GOD Tier after this nerf. For Vladimir, I know that he'll get buffed on next patch but he's not fun at all in my opinion. Swain is more fun to me and want to know if it is a good idea to buy him even if I know that he'll get nerfed badly.

Playing a champion just cause they're powerful will usually get you wrecked by people who play champions cause they're good at them. If you actually synchronize with one champion, but not another, you should go with the champion that's natural for your playstyle. However, I would consider waiting till the Swain nerf to see if he's still viable afterwards. Fitting your playstyle is still meaningless if the champion is nerfed into oblivion. For example, I loved Swain's playstyle pre-rework, but he was nearly useless except when against somebody he counters.
