Sivir is picked every game in competitive, if by some miracle she's not then it's because she's banned. This has been happening since the year started. In soloQ she's enjoying a 53% winrate even thought she's played a lot, that's sick. Can I know why she hasn't seen nerfs for 7 months? Rumble is a popular contested top pick since S4 and he never got nerfed, wtf? Someone must really love Rumble in the balance squad.
She's #32 on Win Rate... based on your argument shouldn't the 31 champs above her be nerfed first?
Sivir was nerfed comparatively recently. I don't know if she needs more, but it's certainly conceivable.

I thought it's cause vayne, jinx, ashe have more damage late game while having higher range (or at least vayne has more mobility and damage). Idk why people use sivir I might use her but ehhhh no damage?

Savior's been in and out of the meta a lot, so there isn't much question there. Rumble though? yeah, he's been a priority top lane pick in pretty much every meta since preseason hit, as well as a fair bit of last season.
Sivir is used because they want what she brings, not because she's good or anything. The same reason why Alistar is picked a lot
