So why did it take one year to start nerfing Viktor?

While other champions are nerfed few patches after dominating competitive, this guy who's picked/banned every game for more than half a year is miraculously dodging nerfs every patch.

Can we be fair to all champion please?

Because no one was using him until people realize (very late into the season) how amazing he was.

Viktor was the laughing stock of the mid lane mages for a very very long time. When they reworked him, it took a while for people to get used to him as a champion. I personally think he's in a good spot, and that the nerfs they are giving him are not in the places they should nerf (cough cough, get rid of the unnecessary tower destruction on his Q)

But regardless, he is an immobile caster mage and it takes a while to figure out if those of that class have too much or too little power, as their weaknesses are probably the most clear out of any other.

Personally I think Zerath should also be looked at.

Let him some glory moments, it took a lot of time to make him viable

No. They can't. Have they not illustrated this clearly by now?

In all honesty with direct and the indirect buffs to some of his counters, and the likely shift of the meta as a result these nerfs MIGHT be a tad over the top.

Considering one of the recent buffs to Ahri was to give her wave clear at lev 6-7 (well allow her wave clear to full on kill casters) I find it odd they are outright removing that from viktor. In my humble opinion, if they nerfed the base scaling to 2 instead of 1 it would be fine for lane, and reduce the bases rather then entirely remove them on the later augments.

Because he's not overpowered?
