reporting a player and then getting them in the next game

can we please get a system where if you report a player for toxic behavior, then they cant be put on your team for X amount of time? i just got out of 2 games back to back with the same player who behaved the exact same way. both times cost the game. i feel like there are enough people around that i shouldnt be subject to the same punishment over and over. first game cost me my series, seond game is probably going to put me on a losing streak. and its not the first time ive had this happen.
