@RIOT: Can we expect mana costs tweaks in the preseason?

Riot is releasing now champions with low mana costs/ manaless. What about all the older champions - when I play Shaco/ Malphite etc, I'm oomed after QWE . They feel like playing characters from DOTA, not from the new LOL.
