what is that blue bar on velkoz under his hp?

velkoz actually has decent cooldowns, you never see it go down because they learn not to spam though

You spam more into late game, like every other mage.

Before then, use W for farm, occasional Q for last hit and mana refund. And everything only if you can get passive proc'd.

If you spam, you actually do run out. LEarn that the hard way after not playing him for months.
