How come that in game people can get nearly 100% armor pen, without runes and masteries, with

At that point its useless to even have armor. Shouldn't the number of armor pen be limited to at most 2 items that grand pen in the first place
ap users only have 3 items 
and you cant stack any of those

a second maw would be needed for maximum pen as its the only one with armor pen without the unique passive affix.
but theres no real purpose for having more than cleaver/last whisper because they still ignore the most armor. its just value town. adcs would prefer crit over maw/dusk/youmuu.
flat armor pen is better against suiqhies, percents are better for tanks.

stacking crit has little no no affectother than their auto atks. ik quin gets a better hit with her passive and mf can crit with her ult but other than that stacking armor pen would be the same as stacking crit for them

anyway its 50 with 45% and then if u include runes and masteries it gets damn near
