Why does Thresh's ult count as an area of effect ability?

It can only ever hit one target with spell effects, so why does it apply them as area of effect? It doesn't make sense.

Nope. Only first hit procs damage, but all walls proc slow.

Only the first wall applies spell effects, so it doesn't matter that it can slow five targets. It only applies spell effects to one target.

That's what I mean, it doesn't apply spell effects from the remaining four walls.
