Is buying armor worth it when the enemy has any sort of armor penetration?

Starting with things like item 3071, a core item to most bruisers, and item 3035, a core item to most ADC. And then the are a lot of champion kits that include armor penetration, like Garen, Jarvan, Sion, etc.

As a tank, should I just not build armor, and just stack health like a bruiser? Actually, are there any reasons to pick a tank over a bruiser?

Yes, it is.

They'll be shredding more armor, but since you'll still have higher armor, it's still reducing much more damage. Although in some cases health may be better.

I know for certain health is better against Darius, with his armor pen passive on E. I guess I could say the same about Garen now. I'm not sure if I'm using my gold optimally if I buy armor to reduce damage instead of buying health to take more damage.

it depends, if it's flat amor pen then armor is rly good, if it's something like bc or dominics though... it's not as good. generally what I do is I buy an armor item to counter what they have or lack. so if they build a lot of crit I buy randuins but if they lack mobility I might buy Deadmans. after that depending on what other AD champs they have, I might stack health from there. but generally, even if they have those 2 items, armor still isn't bad, but health might be more valuable. though I feel like warmogs is kinda meh and ur better off with another armor item that also gives hp
