Do Riot Devs Play on Public Servers or Private?

I'm legit curious and a brief search didn't get me any answers.

Because I'm struggling, as a retail employee and developer of educational programs, how Developers can play this game as an average solo queue player and not recognize some of its serious design faults that the community has been very vocal about. Do the Devs play solo queue, on Public servers, with the rest of us? What elo ranges do they play in? Ranked only, or do they play Unranked as well? Do they get the general experience that the average League player has on a day-to-day basis? It seems like such a basic product test, but I haven't found any answers online and the way the game has been these past few patches has been straight up disheartening. I was finally mastering champions one after the next, actually participating in ranked matches, finally broke my embargo on purchasing RP, watching Pro Players and Leagues, and now...player morale is horrific in the community at the moment, and toxicity or helplessness is a growing issue. It's not just a failure of players to adjust to changing mechanics, but the mechanics themselves that are encouraging some high end toxic environments that is ruining gameplay experiences, player interactions, and general enjoyment of this game. Are the Devs seeing and experiencing this on the ground, or just resorting to our forum posts and all the match data they collect?

They have internal playtest servers but a lot of Rioters play on live too. The question is, does the balance team play on live? IDK the answer to that.
