Armor Pen Adcs
i am wondering if there is any adcs who are really good with armor pen, so like they can kill tanks like alistar etc. easier then others

They nerffed the build pretty heavily, but MF and Lucian do quite well with armor pen.

Miss Fortune is the strongest ADC in the game right now. If the enemy team has tanks, get Black Cleaver, Duskblade of Draktharr, and Last Whisper and just melt them with your ultimate. If the enemy team is less tank heavy, Duskblade and Youmuu's will be enough armor pen to make it so you're basically dealing true damage to their squishies.
If you have the mechanical skill to play them, Vayne and Lucian are also good. Lucian can build Cleaver and each ult shot will proc the armor shred and Vayne has her Silver Bolts for % max health true damage, but both require a good amount of mechanical skill to play properly.

Stacking a bunch of flat armour pen is not as effective as building crit and single last whisper item.
The best at killing tanks one at a time is Vayne, who doesn't need to buy armour pen at all.
This is her current meta build and it bursts squishies and shreds tanks alike.
If you want the ADC build with the most armour pen though, that would be Miss Fortune.
This build has an incredible amount of armour penetration, but due to the lack of crit and low attack speed it actually does less DPS to tanks than a typical crit build on your average ADC, with the exception being when she ults. Which is what this build does, maximizes the effectiveness of her ultimate.
