Remake is almost useless

Remake is useless half the time, i understand that if someone doesn't connect into the game, but what happens if the person leaves in the laning phase, nothing happens and you end up losing. A good fix to this problem is making it so that if someone leaves before 20 mins, you're eligible for a remake. Another fix could be to make it so that you can remake at any point of the game, but make the consequences a lot bigger, like maybe a de-rank, and a longer ban, like maybe 2 hours or something. These could be stupid ideas but i think they should be used, and if not used, riot needs to make remake better.
