This wouldn't be a bad idea for an extended laning phase, when both teams feel it's not a good opportunity to teamfight mid game. But obviously it makes no sense to risk giving up dragon when the first one is so important.

whoever sends the duo top has to win a 3v4 to secure dragon. even with 2 smites that's not very feasible.
