Udyr's phoenix stance is far outclassed compared to it's tiger counterpart.
Phoenix stance needs some buffs. Simple as that.

Udyr needs a rework. Simple as that.
Phoenix stance is good when the meta encourages afk farming junglers
Tiger stance is good when the meta encourages skirmishing junglers
Don't buff phoenix just because it's bad in a meta that it doesn't fit into
both stances only do damage there's not much else to them. not surprise only one ends up good
Phoenix clears waves faster so there is that.
when runic echoes first got released it was completely on udyr with phoenix stance maxed so it got nerfed to shit.
Udyr usually buys a tiamat anyway so it's not surprising it's garbage. there's no reason to go for it unless you were doing some weird build for it.
