@riot Essence Reaver and low cd ults

Why does it not work with nidalee,elise or jayce? It has a cool down for a reason no? I can't fully speak for elise or jayce but this item was a potential fun and situational item for ad nid it wouldn't even be a core item let alone make her broken. (gonna take alot more than that to make lane nid viable again) So why can't they use it? And what about other champions in the game with ults that have lower cool down than 60 seconds why can they use it? It makes no sense to me. You also have to take into consideration that form swapping champs are using their ult constantly so it wouldn't even be super optimal to use any way. I know a few people suggested making the item an active and just have it proc the next time you used an ult so that it could be optimal on these champions. Can a dev please talk about this item?
