What if, in order to get people to play Support and also increase the number of Adc mains, Rito intentionally overbuffed both roles?
Don't know how to play botlane? No problem, Rito will shift the meta into Ardent spamming shield bots and hypercarries who rightclick you all the way from Twisted Treeline.

But ironically the last changes to the item were in January 25th 2017 (7.2 patch)and after over half year (time during which the item has always been pretty popular) people suddenly start to complain that it's broken. And they are doing this in a way that gives you the impression that censer got buffed massively recently, but it did not, it's been in this state since forever.
7.17 is not gonna change much and why should it? Riot has little reason to actually nerf the item, the meta will dissolve itself soon.
So if Riot wantded to attract more players to bot lane, then buffing ardent censers stats was certainly not their way of doing it.

The current meta is basically 2 tanks, roaming mid, Ardent supp and a hypercarry. And it won't change before preseason.

Everything mid...neither do those champion icons explain anything (not to mention prove anything) nor do they hint to specific patch changes in any way, shape or from.
