@ Riot Saw this thread and decided to offer my take on this.
#People seem to cry about new players now that lvl 30 takes us less games to reach.
The best solution to new level 30 players going into ranked unprepared would be mild restrictions before the mode is opened.
We already have that - Currently, you need is lvl 30 and 16 champs.
However, that in no way prepares people for ranked competitive play A.K.A. - play to win and not clown fiestas.
All Riot needs to do to avoid unprepared people loose on the 1200 MMR ranked promos is:
- 12 champs at rank 2 mastery (basically play 12 champs 2 or 3 times to get basic knowledge of a variety of champs and possibly decide what role you want to play)
- 3 Champs at lvl 4 Mastery (these will be your preferred picks that actually enable you to do something other than feed)
- 1 champ at lvl 5 Mastery (main champ to face those promos)
- 1 FULL tier 3 Rune page. (not so hard with the new prices on flat runes and the basically free tier 2 runes. Thanks, Riot)
The way champion mastery works you need to play well (get A-s and S-s) to level them up quicker.
This way smurfs won't be penalized by this (as they will easily meet the requirements before even hitting lvl 30) and new players will have at least some level of preparation for that 1200 MMR ten promos and not get dunked.
I myself was stolen from Dota to join LoL and being familiar with MOBA-s got into silver on my first promos but I have seen the problem even before (when 30 was harder to reach)
Riot, please consider this as it will make promos healthy for new and old players.
P.S. I post this simply because I believe it will affect LoL positively.
I don't even get affected by it since my promos on NA (smurf) were against high silver and golds cause I crushed in normal games before that.
_** This may be overboard (not really recommended but it would help)
Another thing that can be added is a short random quizz. You click on ranked for the first time and a quizz pops up with something like 10 basic knowledge questions:

What is the first rule of LoL? a) NEVER CHASE SINGED! b) Don't let Nasus stack c) Nerf Irelia plz
Etc. (I came up with these quickly and was not very serious in designing them but actually decent questions with harder answers can be written. If you have a 100-150 questions with 10-15 randomly asked to players you will be able to forcibly impart the basics of how the game works on someone.)
##In the end
You get the idea. Relatively easy questions but the main point here will be that it will make the players actually go and visit LoL Wiki and learn crucial information for this game. Like how MR and AR pen works.
This is what players need before ranked. Mechanics are learned over time with playing tons of games.
What you don't want is Faker level Zeds who build Abyss on Zed because it's very good on Kata Kappa.
