@Riot - Can you guys create a Story mode?

I know most of you are quite busy and don't have time to read lengthy treads so skip the "Story card example" if you want but please at least read the core and if possible answer my two questions.

#Core:
As someone very passionate about lore and reading/watching a good story I have wished for a **"Story mode" **on LoL for quite some time. Even if doesn't change the platform of the game ( new game in RPG 3rd person setting ) or it's not an individual movie for each champion.
I think that just having some campaigns interwoven with cinematics/comics and dialogue would be nice and really bring people closer to Runeterra. (The way Warcraft 3 campaigns were)
My favorite idea is this:
When you own a champion you get his "Story Card" which would involve 1-3 campaigns and some cinematics/comics to tell you key points of their lore and also teach you how to play them.

#Example story card:
Part 1 -_ Theft and solitude_ : ** Cinematic ** Talon making a living as a thief, trusting no one and training himself into an assassin and becoming quite good at it. It ends with Noxus guilds sending him the message to join them or die. (Could even be something simple like a slide show/comic with voice over)

Part 2 - The answer to a proposition : Map of the sewers of Noxus. You are playing as Talon and the objective is to outplay the Noxus guild assassins and escape pursuit while leaving bodies in your trail.
(The map would be highly binary coded and involve you learning his mechanics - Q AA reset, kiting with W, warding over a wall to E something and going for burst trades and making it out and other such stuff in order to survive to the other end of the map.)

Part 3 - The troubles of fame : ** Short comic** Talons fame spreading as the best and only independent assassin in Noxus after the bodies of everyone sent after him are found. The comic leads up to Talon getting hunted down on the streets of Noxus by some unknown new assassin of great skill and cornered in a warehouse.

Part 4 - A test of shadows and steel : **Map of a warehouse. ** Fight Katarina's dad ( General Du Couteau ) Boss fight - You start at level 3 and need to evade the boss skillshots while duking it out to level up over time (passively gain experience from doing damage) and trying to stay alive until you get your level 6. Once you are level 6 (lets say 5 min game of cat and mouse with the boss) he taunts you: "Show me a true expression of skill. I heard you are the best assassin in my city but I can't see proof of it." Then you need to perform the perfect burst combo: A Talon Voiceover (of his thoughts) narrates at how it should be done.
So you do the maximum amount of damage in the smallest window possible and avoid the boss hard CC. (Much like you would in a teamfight assassination.) Fail this and he will kill you.

Part 5 - Life exchanged for allegiance, obedience only to strength : **Cinematic. ** The general defeats you in the end even after performing perfect combo on him (same as lore) but offers you to work for Noxus and you swear your allegiance directly to him. Then you get some general "How Talon lives every day" arc until the general disappears and Talon starts to look for him.

#Just like that, we get a Tutorial/Campaign + Lore/Cinematics in one.
Also to get players really into those it would be nice to have some award for completion like a chroma pack on the classic skin or some other small bonus that is champ related. It would also immensely help people finding **their ** champion. You know, the one who just perfectly clicks with you.

#The questions:
So this "Story mode" would most definitively be awesome if done properly but can you make it happen?
From what I know Riot is currently on a leash by Tencent. "Don't do this", "Make me this", "These skulls on Karthus Trigger me. Remove them!" and other such stuff.
#This is why I want to ask - How does your funding work?
Even if Riot go cheap with comics and not cinematics and very little voice overs I somehow doubt Tencent would dedicate that much resources for each champ individually. Personally, I think this would be great for the community but it won't make as much money as it will probably consume unless you make the story cards RP purchasable (would be considered a d*ck move but even if it comes to this it's better than nothing).
So please tell me are you** actually in charge of what projects you want to take** or is it an "If it brings no profit to Tencent we can't really make it" policy?
The project for Talon alone involves at bare minimum: 2 Comics + Voice overs + 2 custom made maps + General du conteu and Noxus assassins models.

Riot disappointed me a lot when they announced shortly after Bilgewater "Burning tides" the fact that they decided to focus their resources on Pro play and will leave the Lore with the leftovers.
I know, I know this is not the exact quotation but I am quite salty about it OK?
The thread stated that events like the Bilgewater were very taxing on the team when they were already doing so much around Worlds and would cease or be very, very rare.
I mean I enjoy LCS and Worlds to an extent but have always liked good lore and events more.
This would be a big chance of redemption and story building and it doesn't need to happen all at once so I ask that you consider it.
I understand that you want League to be a sport but feeding all your resources there and forsaking lore is a big slap in the face to the:
