Uh, no, it makes him LOVE dueling.
That's because %missing health is base damage. Usually, it's a LOT of base damage. With it's low CD + high base damage, Kha doesn't need more AD to dps. So instead he would build tank items to duel even better.
Unless the %missing health damage scaled hard with AD and had a stupid low base damage (like 1%)

I have to agree, on this regard, they could easily tweak it to make kha'six have a more sloppy time on clearing the jungle by doing this(since he would not be able to have as much damage if he just opens with Q on a target), Problem with some assassins from being able to play beefie an basically as fighters then how assassins should usually work (needing to rely on surprise or they should in a normal circumstance, "get freakin rekt'd' by a fighter or mage). If an Assassin is basically just some champion who can deal lots of damage and can be built tankie and not suffer from it at all, then can that champion seriously still be called an Assassin? Very sure Riot was actually making an attempt to remove insane tankie fighters and tankie assassins when the Tank-ekko and Tank-Yasuo BS was running around and causing a bunch of grief.
Yet they can't take the time to actually address a proper

Not enough changes soon enough to actually open up time for champions like Kha'Zix to actually get looked at. Thank go atleast that Kha'Zix isn't some frequent played jungler and is just your typical champ that just gets high damage, not something so broken it turns into a auto ban champ all the time.
Honestly i feel like most assassins would be fixed if riot would just make a substantial portion of their damage potential % missing health, instead of flat scaling or % max HP.
