Why is galio healthiest part of his kit getting nerfed for a unhealthy buff?

Whats the point of nerfing His passive dmg because you decided to add dmg on his taunt?

Taunt doing damage is already something super unhealthy (cought rammus)

now good galio players are getting punished for using his passive well to get multiple procs because u want people to flash taunt outplay aoe dmg?

why not just Reduce his E CD buff W AP Ratio then see how the champions perform instead of trying random stuff thats probably gonna end up hurting galio and make him more unhealthy?

EDIT: Galio problem is that he does too low damage for a midlaner even when building ap overall in a game but he also doesnt offer enough to be worth in the top lane as a top laner overall.
