Summoner' Spells not Champion Spells. (why i think CC shouldn't affect the former)
So as the title suggests, i don't think that summoner spells should be affected by CC on the champion. Lore-wise it doesn't make sense. If you read any lore about champions, those that enter the League willingly do so in order to test their strengths, fight for a purpose, etc, etc. So it would not make sense, logically, that summoners have any mental control over those champions. To take that point one step further, there is no reason that the summoner should feel the effects of CC, if in fact the champions have full control of how they fight. Therefore, summoners should be able to cast THEIR spells regardless of the state of the champion.
I don't think that this change would have an overwhelming effect on gameplay. There would be some very noticeable changes in plays, but nothing game-breaking, i believe. For example, say you are stunned in the jungle next to a flash-able wall. The champion wouldn't lose their CC disabilities because of the flash, but they could be saved by the distance jumping the wall gave them. Alternatively, if you are stunned mid lane by your opponent, you could still apply Ignite (if in range of course). Heal, Barrier, Clarity, Mark, Teleport, Clairvoyance, smite could all be used while under the effects of CC.
I'd be interested what everyone has to say.

P.S. if there is some lore that i haven't read which explains why spells are affected the way they currently are, i would like to read this.
