Zoe vs Illaoi: W Balloons

A while ago Illaois tentacles were changed from the previous behaviour that the player who had their vessel pulled had to last hit two or three of them to dispel it, with the reasoning that having to fight with others on the team who did not know they work to last hit was annoying.

Could a similar thing be done for Zoe spell shards? As long as a [champion] last hits a minion with a shard, and the Zoe that caused the shard to appear is nearby, the shard drops? A lot of players do not know, and probably will not for a very long time know, that at the moment only Zoe can last hit the balloon minions to cause shards to drop.
