Low level games: Disable keystones
Could keystones be disabled for all players if one player in the game is below level 18? Keystones is the main thing that makes low level lanes unbalanced.

you mean below level 30? well you cant disable it because it would mess up players that are level 30 it becomes part of your play style
Chances are, people are going to want to try them as soon as they get them. Something like that might only be supported for matchups within the first 10 levels. Otherwise, people who have just unlocked their keystone, won't be able to try it out.
Also, I don't think it matters that much, for a long enough period of time. (Given that Riot just halved the time to 30) Keystones won't likely be a huge barrier, as it would be, a taste of what players can unlock.
No. This is a dumb idea.
You disable keystones and you can only fill the first branch of any tree... Every second branch is a keystone mastery...
