Changing the base MMR for all players to Bronze V is not a good idea. What you are talking about is a hard MMR reset. This would make ranked a terrible place for lower rated players for months. People would quit ranked and the game because of the crazy unbalanced matchups that would happen. Normally, at the start of the season, Riot preforms a soft reset, which lowers everybody's mmr by a small amount. Which still keeps higher rated players in matches against other highly rated players. If you have a Diamond player in a Bronze game, they could self-carry the whole thing. Making the other players feel hopeless; that's not a fun time in any game.
