3+ Years and the Invisible Zac gank still exists

You know that annoying bug where Zac ganks are invisible because they spam laugh or some dumb shit which causes the gank to practically be invisible until he's in your face? Yeah.. Can that get fixed yet? It's pretty much an exploit and I thought exploits were bannable? So why hasn't this been fixed? And when you call them out on it, "What are you talking about? No I'm not??"
