Because u are queueing with highly contested roles. I can bet my nails on left hand that you are queuing as mid. Queue as support, u will get instant game.

Try Jungle/Fill, you'll still get Jungle a lot of the time but you'll have faster queues.

I did what you said, it's still about a 20 min wait.

Depends on your mmr as well as your role. If you have particularly low mmr (as I seem to recall you do), you're prone to face some of the same struggles as master+ players, where there simply aren't vary many people of a comparable skill level playing all at the same time.
