Frustrated Summoner

Hello this is my first time posting on the board, I would just like to say hello to all. I just played a game, and after playing, I felt like I needed to tell someone what had just happend. I decided to play a normal 5 vs 5, i got into champ select and everyone called there roles, I went trundle top. So maybe 5 minutes into the game their Zed on the enemy team started to pick up a few kills, and their jungle as well lee got a few kills. The score was something like 8-3 enemy team, at around 10:00-13:00 minutes when I saw brand had sold all his items ( he was support) and bought a bunch of Culls . I asked the enemy team and my own team to report him, but no one really took it seriously except for a varus on my team. They explained to me it was a "normal" and did not matter. He was very cocky about trolling and just really obnoxious and did not care that he was wasting our time. At the end of the game I reported him, but I dont believe it will make a difference. His final score was 1/22/9. He was intentionally feeding. Why shouldnt this player be punished? Because it was a normal? Why does he get to waste all of our time with no consequences?
