Also Riot themselves said KDA and CSing are not that important. I got A on Leona with 4/9/35 and next day S- on Leona 2/6/20 or something like that. Because I roamed a lot, warded properly and was near every tower or draogn takedown.
Riot started previously that AFK farming in lane to get 500+CS will negatively affect your rank, as well as placing wards willy-nilly all around the place.

Easiest way to get S rank is to play champion in unconventional role. Like Ziggs support. Or AD Sona top. The less people play it, less information the system has therefore you have higher chance to beat it. The rule is - if there is nobody better, you are the best :D
So go wild, do Urgot jungle, Ahri support, AP Leona mid or Teemo ADC and you will get the S in no time ;)

How? Well in short: (I will separate this out into sections)
Creep Score A.K.A CS
20mins or lower=100-150+ 30mins = 150-250 40mins-60mins= 200-500+
Kills, Deaths, and Assists A.K.A KDA
20mins or lower= 8/2/10 - 13/0/16 30mins = 13/6/12 - 16/3/20 40mins-60mins= 17/8/12 - 23+/9-/10+
Now to explain how this all ties into each other and the specifics:
KDA can honestly be just about any score really, you just gotta do your best killing a lot and helping get assist's. HOWEVER, this should come into balance with CS. Your CS has a defined limit based off how well your KDA is doing. If you fear you may have fucked up on KDA a bit the over farm is a good bet. If you don't want a S- but know you are close or just need to be sure CS farming will ensure you can achieve that high mark. In one game that was 51mins long, early into it I had feared I was going to not get an S for my poor CSing even tho I was in the end 20/8/12 with Miss Fortune. And so I slammed down on the CS and got 400+ CS that game.
What I am trying to elaborate here is that CS is essential to every S rank along with KDA, however if you CS over the usual amount you will buff your grade a significant amount.
This amount can be varied from a simple - or + to even a whole tier of A+ for a great KDA and great CS. All non-S-Rank's mean is that your KDA and CS was poor either on both sides or on just one side. Pick the side you believe will be needed more while still in-game and you'll find S ranks coming out like it was nothing. (provided you can actually get nice KDA's and CS scores that is.)
For supports you can use CS to buff your score late game when all people want is lanes shoved. Assists will buff a score like Kills but it will buff it by what seems to be in 1/3rds - 1/2's. So if you aren't a killing mastah on say Soraka or another non-kill oriented champion you can easily just leech assists twice to three times as much as one would have kills.
So in numbers:
1 kill = 2-3 assists. 10kills = 20-30 assists. 20kills = (this is where it stops multiplying as hard) 30-40 assists
A support also needs to CS but keep in mind it is only about 50% of what a marksmen would be getting at anytime of the game. Now also keep in mind if you do kill others as a Support or in any role this will Buff your score. (If you aren't a Support you must have a certain amount of CS before Kills start buffing the score. Also note, Supports only really benefit from 7 kills, anything after tends to have a negative affect on the S-Rank Possibility. Considering you may have taken it from someone else which will affect their Rank and that will bring your rank down as well if you continuously do it. However if you carry the game, that may end up in another way.)
So YEAH that's my thoughts, hope it helps and works for others as much as it worked for me. (always has and continues to)
