Lobby Trolls

When is there going to be a fix for this? Seriously. I've seen several trolling hard all weekend.

Newest example: guy wants to play Kat. I saw him in FIVE lobbies in a 15 minute window. Every time it got banned or picked before he could get it he would tell everyone in chat he was trolling and lock in a troll champ and summoners. He would tell us flat out that he was going to troll every lobby until he got what he wanted.

This is one of a number of trolls I've seen this week. When are we finally going to get some sort of fix for this behavior?
