Dynamic Queue Duo Trolls

I'm curious if Riot actually has a long term plan to deal with people who troll the queue. It currently won't let a duo queue to be only adc/support. As such, I've had several games now where the duo said "if you don't let us duo bot we're going to troll." (Despite being assigned different roles)

One game they decided bot could have three players.
A different pair of trolls decided they'd just double jungle- leaving our bot lane support SOL.

Is there a plan in place to deal with people like this? Or is there some sort of queue fix so that we don't have to worry about it at some point?
