Change/Choose summoner spells up to first minion spawn

I just had to leave a game due to unreasonable punishment from forgetting to change summoner spells. As a person who plays jungle often, it breaks the game for me and the team when I or someone else forgets to change their summoner spells, as I cannot get jungle items without smite. I would like to formally apologize for leaving my last game. I would also like to ask for the ability to change summoner spells during the first 30 seconds of the game before minions spawn. There is no way to recover a game with improper summoner spells; they make or break the game. I don't know what else I could have done being 4 levels behind the team and being useless. It affects my account negatively and ruins the experience for other players.

Please do not ban me or issue punishment. I did everything possible to try and help, honestly it's hard to function properly without the smite function and after game starts you can't change.
