He can literally one shot you while dealing TRUE damage for around 1k true damage without any counter to it. On top of it, with Essence Reaver and Conqueror he's literally unstoppable.

You do realize is literally impossible to balance every single champion to be equal right? Some champs will always outshine others whether it is due to items, runes or buffs and nerfs.
