Why... does it feel like reporting people doesn't ever solve a problem?

I report people left and right for violations. Typically hate speech, negative attitude, or verbal abuse. Those three are the 99% of the report I do. I've reported a good bit over the past couple days because it's the first time I've played in roughly 3 weeks so a bit rusty, yeah? Bring on the onslaught "you threw the fucking game." Which never feels great, and I typically don't respond. The point of this being is even though I know people do eventually get banned why does it feel as if when a report happens it's just... nothing? It just seems like simple reporting is never enough, ya know? Riot: Do you have any plans do improve upon the report system or is there even a point to even looking at it? I know the tribunal was a thing way back in the day and then it felt like people had a chance to pass adequate judgement. So... is there anything in the pipeline or being discussed?
