The nerf in the last season made that you cant even farm minions under turret with Q. There is no point playing him aggressive top anymore, his base stats are so garbage to begin with.

Just going to leave this here as a 300k+ Mastery Level 7 Shen player:
Shen doesn't need the full Tiamat to CS under tower. Grabbing that 9% attack speed rune gives you enough attack speed to auto-towershot-auto caster minions from lvl 1 without Q, and Shen Q with Doran Shield passive does enough damage to always kill melee minions after 2 tower shots at all stages in laning phase. For siege minions, tower damage will always leave a bare sliver of health, just enough to last hit with Q with proper timing.
If you're still unconfident, a single adaptive force rune + longsword, or Bami's Cinder tick allows you to last hit casters with towershot-Q once you get back to lane.
Also, remember that Shen's stats are "garbage" for a reason. You have a spammable shield on a 10 second cooldown, and an auto attack dodge that mitigates all damage from the minion wave and empowered auto attacks. Good Shens can abuse these two in tandem for some very lopsided trades, and can chunk an enemy for 1/4 - 1/3 of their health each time and take almost no damage in return.
Except it isn't about shen, it is about the power tiamat give without it having a big cost.
Rather have some shen buff later to compensete his very early than having tiamat being untouched so he can use it. It mean it is an issue with Shen.

Shen is not meant to win his lane. Shen is meant to win botlane and midlane by using his ult to turn 2v2 in 3v2.
Try building triforce. Maybe rush a phage. Shen is a strong duelist, maybe if shen doesnt put gold into waveclear and puts it into combat stats he might be able to fight over the wave.
I never really cared for Shen after the small kit update they did, that killed him for me, seems like Riot stopped caring about him too.
I actually started to play him in jungle again to surprising success, since the rune shards were added. I take AS, AD and Armor for rune shards and Aftershock or Predator as Keystone. His single target clear speed is pretty good since his Q deals double damage against monsters, you can rather easily get the hunter stacks (I take Ultimate Hunter, because more ults=more chances to undo the stupidity of your team mates), he is good at mitigating burst damage (the face of the current meta) and you dont leave your lane wide open whenever you use your ult. In like 4 of my first 6 games I played him in the jungle this preseason I got S- or higher.

At this point Shen isn't even a tank anymore. People already build him an offtank bruiser. I think they might as well just change his kit scalings to make him more of a bruiser than the current 'tank scalings' he currently has.
Good. And? One less tank on top one less cancer to face.
All of these expensive top lane items and the garbage champions that build them and riot makes them even more expensive
