Cuz, sometimes my jg doesn't gank at all while the enemy jg just keeps raping my lane like an ape. Then eventually, he would end up getting counter-jged and 1-shot by the enemy jg EZ such that I cannot even save him.

Playing under tower shouldn't lose you CS. The tower will always deal 45% of the health of melee minions and 70% of the health of caster minions per shot. Don't touch the melee minons, and two shots should bring them down low enough to kill in one attack. Caster minions are a bit harder. Usually, you'll need to prep them with one attack before the tower shoots them, then finish them off after the shot. Of course, your minions are also fighting them, so it takes practice to get the thresholds right, but once you get it down, farming under tower is easy.
You only need to get the last hit to get CS. You can just stand in XP range, back where it's safe, then step up to hit the minion before it dies.
Last hit at tower, melee minions are two tower shots and an autoattack to finish, caster minions are 1 auto, 1 tower, 1 auto. Ward backdoor jungle route.
This is probably a low Elo thing, as I am a scrub, but farming at the tower drives your lane opponent nuts typically and they'll almost always try to be slick and dive, which results in easy kills.
Ironic people kept on asking for punishments to be levied on junglers yet did not have the expectation that they might have to live in a world with far less reliable junglers as many of the skilled junglers simply role shifted into other lanes which leaves you with autofill's who don't know anything about jungle and junglers so terrible they think its skill.
Again you guys asked for this so you just need to deal with a league that no longer has reliable junglers at any guaranteed rate.
