Sample size. It's so low that champion.gg literally can't come up with frequent vs most winning core builds.

he's played in ~2 out of every THOUSAND games according to that, it's probably the most die hard of Zilean mains who can win despite being not great.

zilean depends drastically on teamwork and only fits with certain compositions. For example zilean ult in some hard engage champ like malphite or galio or something. In those cases its a great combination.

He is a brutal lane bully. He can throw bombs till you are forced out of lane. He is one of those hidden OP champs right now.

if those bombs actually hit you then you are lagging really bad. I usually have pretty bad lag and the one game i saw zilean in lane against me i was never hit by a single one of the i dunno 100 times he tried.

He must have been God awful. I usually hit around 80-90% of them. The hit box is pretty big, you just have to lead your target slightly and it's a piece of cake. Plus if they are retreating, you just throw it in their path. They either get hit by the bomb, or you catch them, slow them, and then bomb them.
