Reporting During Matchmaking

Player X*** : TOP Player Z*** : MID Player Y*** : If I don't get mid I'm going to feed f*** you newbs you suck.

 Obviously this isn't an actual transcript but most players have been in this matchmaking que. Lets say to make matters worse your in a promo or a number of players in the match are in a promo. Now your forced to play in a toxic game, or dodge que resulting in a loss for your promotion. Currently the only way to report this behavior is through after action reporting, oh by the way matchmaking conversation doesn't appear in tribunal. Or through a player support ticket which will not get handled by the time matchmaking is finished.

Players have continually asked for, Riot can implement tolltips to list peoples most played positions, or best rules in matchmaking why can we not have a way to create a vote to drop the que forcing the offender to take a 6 minute penalty to que. Why are players still suffering this negative attitude, toxicity and outright trolling when there are so many obvious solutions?
